WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Three Million Eight Hundred Sixty-Three Thousand Two Dollars and Zero Cents ($3,863,002.00) for the Enhancing Local Public Health Infrastructure Program and no adequate provision has been made in the 2023 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Award dated February 17, 2023, the New Jersey Association of County and City Health Officials (NJACCHO) awarded the City of Newark funds for $ 3,863,002.00. The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the c...
