The budget was changed to reflect the indirect cost associated with the project and anticipated by the City of Newark. The indirect cost utilizes the federal de minimis rate of 15% to recover cost associated with the project. The indirect cost associated with the project is applied to the local match.

WHEREAS, the Federal Highway Administration (FHWA) provides grant funding through the Safe Streets and Roads for All ("SSRFA") Program to support planning, infrastructure, and behavioral and operational initiatives to prevent death and serious injury on roads and streets involving all roadway users; and
