WHEREAS, the Clean Communities Act, N.J.S.A. 13:1E-217 et seq. ("Act"), established a grant fund, entitled the "Clean Communities Entitlement Program" and administered by the New Jersey Department of Environmental Protection ("NJDEP"), from which grants may be made to municipalities in order to encourage increased anti-litter campaigns; and

WHEREAS, the City of Newark is eligible, without application, to receive an annual grant under the Act to create or to supplement an existing litter reduction program within the municipality; and

WHEREAS, the City of Newark desires to further the public interest by obtaining funding from the "Clean Communities Entitlement Program" with the intent of the Act to use the grants to develop new municipal anti-litter programs and to continue and expand existing programs; and

WHEREAS, in order to receive Clean Communities Entitlement Program funds, municipalities are required to plan and implement a program which combines the elements of litter clean-up and removal, enforcement of litter related laws and ordinances, litter abatement, public information and education, and ...
