WHEREAS, the City of Newark (the "City") desires to continue to provide HIV/AIDS healthcare, supportive and related services to infected and affected residents of the Newark Eligible Metropolitan Area ("NEMA") which is comprised of Essex, Union, Morris, Sussex, and Warren Counties; and
