WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Four Million, Nineteen Thousand, One Hundred Thirteen Dollars and Zero Cents ($4,019,113.00), for the Health Center Cluster Program and no adequate provision has been made in the 2024 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Award dated November 06, 2023, the U.S. Department of Health and Human Services/Health Resources and Services Administration (HRSA) awarded the City of Newark funds in the amount of Four Million, Nineteen Thousand, One Hundred Thirteen Dollars and Zero Cents ($4,019,113.00). The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and
