WHEREAS, on June 26, 2025, the City of Newark, through its Qualified Purchasing Agent, QPA, advertised to solicit proposals from qualified firms to provide Municipal Court Private Collection Agency Services, as described in the attached Request for Proposals ("RFP") specifications package; and
WHEREAS, the Division of Central Purchasing published the RFP on the City of Newark's electronic procurement portal to provide broader access and download capability to potential proposers; and
WHEREAS, via the electronic procurement portal, nineteen (19) RFP packages were downloaded by prospective proposers following the date of advertisement. On July 17, 2025, two (2) proposals were received in response; and
