WHEREAS, the City of Newark (the "City") wishes to provide technical radiology services including, but not limited to x-rays, mammographies, and ultrasounds for patients of the Mary Eliza Mahoney Health Centers; and

WHEREAS, University Hospital ("UH") is a State-controlled entity of the State of New Jersey, which provides technical radiology services including but not limited to x-rays, mammographies, and ultrasounds; and

WHEREAS, the City and UH wishes to enter into a contract for these technical radiology services; and

WHEREAS, this is a no bid contract awarded without competitive bidding, as an exception to Local Public Contracts Law, pursuant to N.J.S.A. 40A:11-5(2), the contract between the City and UH, an agency of the State of New Jersey, is not subject to the Pay-to-Play legislation; and

WHEREAS, the City of Newark adopted the Contractor Pay-to-Play Reform Ordinance, codified at Section 2:4-22C of the Revised General Ordinances of Newark (hereinafter "Pay-to-Play Reform Ordinance"), which requires reporting of political contributions to candidates for City of Newark elective munici...
