WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $4,031,000.00 from the New Jersey Department of Transportation (NJDOT) and no provision has been made in the 2026 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by Resolution 7R3-u adopted on May 20, 2026, the City of Newark accepted Newark Safe Gateway Pedestrianization and Traffic Calming Project in the amount of Four Million Thirty-One Thousand Dollars and Zero Cents ($4,031,000.00) to fund and address a transformative initiative aimed at enhancing pedestrian safety, accessibility, and urban connectivity within Newark's central corridors; and
