WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of Two Million Dollars and Zero Cents ($2,000,000.00) from the New Jersey Department of Community Affairs, Division of Housing and Community Resources and no provision has been made in the 2026 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by Resolution #7R1-c(s) dated December 9, 2025, the City of Newark accepted FY 2026 Capital Equipment Grant in the amount of Two Million Dollars and Zero Cents ($2,000,000.00) to fund the purchase of specialized equipment and garbage trucks for bulk waste management, leaf collection, and residential waste collection to improve efficiency, safety, and environmental sustainability; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and...
