WHEREAS, the City of Newark, Department of Economic and Housing Development (the "City") advertised a Request for Proposal (RFP) for On-call Environmental Consulting/Management Services on January 20, 2026, having an availability date of January 27, 2026 and a due date of February 10, 2026, in accordance with the requirements of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. (the "LPCL"); and
WHEREAS, the City received a total of two (2) proposals in response to its request by the RFQ due date of February 10, 2026; and
WHEREAS, Vanasse Hangen Brustlin, Inc., One Gateway Center, 15th Floor, Newark, New Jersey 07102 ("Vanasse") submitted a proposal and through a measured evaluation of all proposals submitted in response to the RFP, the Department of Economic and Housing Development determined that it was in the best interest of the City to accept Vanasse's proposal; and
WHEREAS, Vanasse's proposal demonstrated their range of engineering knowledge and skills, in addition to their extensive experience in brownfield assessment and remediation, and expertise in fundraising and grant management; and
