WHEREAS, the City of Newark wishes to purchase a Virtual Law Enforcement Training System, from an authorized vendor under the Government Service Administration (GSA) Federally-Based Contracts; and

WHEREAS, P.L. 110-248, The Local Preparedness Acquisition Act, signed June 26, 2008, authorizes state or local governments the use of the Federal Supply Schedule of the General Service Administration (GSA) to purchase alarm and signal systems, facility management systems, firefighting and rescue equipment, law enforcement and security equipment, marine craft and related equipment, special purpose clothing, and related services; and

WHEREAS, the State 2004 Appropriations Act, P.L.2004, c. 71, and as described by the Division of Local Government Services in Local Finance Notices (LFN) 2004-21 and further reiterated as option No. 4 in Local Finance Notice (LFN) 2009-20, allows local units to purchase goods from certain federal government contracts without the requirement for public bidding pursuant to the Local Public Contracts Law, and through this resolution and properly ...
