WHEREAS, the Federal Highway Administration (FHWA), Federal Aid Program, administered by the State of New Jersey Department of Transportation (NJDOT), for the 2022 Safe Routes to School Program (the "SRTS Program"), provides grant funding for improvements that enable and encourage walking and bicycling to school; and

WHEREAS, the City of Newark (the "City") has a need for said grant funding to improve various streets and sidewalks at various schools throughout the City of Newark; and

WHEREAS, the City desires to further the public interest by obtaining FHWA funding from the 2022 SRTS Program; and

WHEREAS, on or about October 14, 2021, on behalf of the City, the Director of the Department of Engineering submitted an application to NJDOT requesting grant funding in the amount of $1,621,000.00 from the 2022 SRTS Program to construct bicycle and pedestrian improvements at various elementary schools with no City funds required; and
