WHEREAS, the State of New Jersey Department of Health, Division of Public Health Infrastructure, Laboratories and Emergency Preparedness (PHILEP), provides funding to upgrade regional public health preparedness planning, response and recovery for all-hazard incidents (i.e., pandemic, hurricane) through the PHILEP New Jersey Local Information Network and Communication System (NJLINCS Agencies) 2022 Grant; and
WHEREAS, the City of Newark (the "City") desires to upgrade its local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies by obtaining funding from the PHILEP (NJLINCS Agencies) 2022 Grant Program; and
