WHEREAS, on October 16, 2012, the Department of Engineering, City of Newark, advertised for the receipt of sealed bids for Contract #14-2012, Essex County Improvement Authority Renovations at the Department of Child and Family Well-Being Building, 110 William Street, Newark, New Jersey 07102, pursuant to the Local Public Contracts Laws, N.J.S.A. 40A:11-1 et seq.; and
WHEREAS, on December 6, 2012, the scheduled date for the public opening of bids, ten (10) bids were received; and
WHEREAS, ICS Builders, Inc., the lowest numerical bidder, asked to withdraw their bid because they failed to include the cost of the owner's allowance in their bid, which withdrawal was accepted by the City of Newark; and
WHEREAS, after a review of the bids received, USA Architects, 20 North Doughty Avenue, Somerville, New Jersey 08876, the professional services consultant employed by the City of Newark for this project, recommended that the contract be awarded to GPC, Inc., 20 East Willow Street, Millburn, New Jersey 07041, the lo...
