WHEREAS, the State of New Jersey by and for the Department of Environmental Protection, Division of Watershed Protection and Restoration, Bureau of NJDES Stormwater Permitting and Water Quality Management ("Granting Agency") received federal funds (American Rescue Plan Act - Coronavirus State Fiscal Recovery Fund "CSFRF" monies) to provide funding to NJDEP for the implementation of NJDEP's Stormwater Management Grants that the Governor's Disaster Recovery Office has determined eligible for CSFRF funds; and
