WHEREAS, the City of Newark, Department of Public Safety, Office of Emergency Management and Homeland Security ("OEM") requests to enter into and execute a contract with University Hospital ("UH") an instrumentality of the State of New Jersey, corporate and politic, having its principal offices at 150 Bergen Street, Newark, New Jersey 07103; and

WHEREAS, the City of Newark (the "City") was awarded One Hundred Ninety Thousand Dollars and Zero Cents ($190,000.00) ($95,000.00 for equipment, $95,000.00 for training) from the FY2019 and FY2020 Urban Areas Security Initiative Grants Funds ("UASI") for training purposes by the New Jersey Office of Homeland Security and Preparedness, which shall fund this service (a copy is attached hereto and made a part hereof); and

WHEREAS, the City of Newark adopted Resolution 7R9-a on November 18, 2019 for UASI FY2019 and Resolution 7R9-c on October 21, 2020 for UASI FY2020, accepting the grant funds from the UASI, which does not require municipal funds for the receipt or acceptance of the funds; and
