WHEREAS, pursuant to N.J.S.A. 40A:11-4.1(k), competitive contracting may be used by local contracting units in lieu of public bidding for the procurement of specialized goods and services the price of which exceeds the bid threshold; and
WHEREAS, Resolution 7R1-b adopted on December 4, 2024 authorized the use of competitive contracting for Newark Community Solutions Program, pursuant to N.J.S.A. 40A:11-4.3(a); and
WHEREAS, on December 5, 2025, the City of Newark’s Qualified Purchasing Agent (“QPA”) publicly advertised a Request For Proposals (RFPs) to procure a community solution center to provide restorative justice solutions for low-level offenders; and
