WHEREAS, on July 25, 2022, the Mayor's Office of Homeless Services, on behalf of the City of Newark ("City") and in collaboration with non-profits, Bridges Outreach, Inc. and Mental health Association ("co-applicants") applied for a grant from the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services in the amount of Two Million Nine Hundred Three Thousand Six Hundred Fifty-Three Dollars and Zero Cents ($2,903,653.00) over a four (4) year project period from September 30, 2023 to September 29, 2027 to carry out the Community Crisis Response Partnership Project ("project"); and
