WHEREAS, Ordinance 6PSF-f, adopted on May 20, 2015, authorizes the designation of an intersection, etc., for honorary and ceremonial purposes; and

WHEREAS, Dr. Vivian E. Carr, in 1977 purchased a building on Grafton Avenue and in 1978 founded the New Life Divine Purpose Deliverance Ministries where she was pastor for over forty-three (43) years; and

WHEREAS, Pastor Carr, later resided next door to the New Life Divine Purpose Deliverance Ministries Church and remained there for over twenty (20) years; and

WHEREAS, Pastor Carr, fondly known as "Mama" she was considered a trailblazer, who provided spiritual and secular guidance not just to her congregation but to the surrounding community during a time when it was not popular for women to lead; and

WHEREAS, under the pastoral guidance of Dr. Vivian E. Carr, the neighborhood became active in coat drives, community cook-outs, vacation bible schools and summer camp for the youth where children were provided meals; and

WHEREAS, Dr. Carr's dedication to the community for four (4) decades will leave a lasting impact on Grafton Avenue community.

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
