WHEREAS, the State of New Jersey Department of Transportation (NJDOT) FY 2023 Bikeways State Aid Program provides municipalities with grant funding for bicycle lane projects; and
WHEREAS, on July 1, 2022, the Director of the Department of Engineering, on behalf of the City of Newark ("City") applied to NJDOT requesting grant funding from the Bikeway State Aid Program for the Newark Downtown Connector, identified as application BIKE-2023 Newark Downtown Connector for City of Newark ("Project"); and
WHEREAS, on August 3, 2022, the Municipal Council adopted Resolution 7R3-a authorizing the Director of the Department of Engineering to apply for, accept, and enter into grant documents for a grant award for the Newark Downtown Connector; and
