WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $25,000.00 for Cities of Service Prepared Together Program Grant, and no adequate provision has been made in the 2017 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, on February 28, 2017, on behalf of the City, the Business Administrator submitted an application to the Cities of Service Prepared Together Program requesting grant funding in the amount of $25,000.00, for the purpose of addressing urban flooding and extreme heat by planting trees, installing rain barrels, and "cool roofs" in the City of Newark with no City funds required; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of ...
