WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $335,000.00, for the Homeless HRSA Program and no provision has been made in the 2015 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by authorizing Resolution 7R2-b dated February 4, 2015, the City of Newark accepted the Homeless HRSA Grant in the amount of $2,466,134.00 bringing total program resources to $2,801,134.00, to provide medical care, social services, substance abuse and mental health counseling to the homeless population within the City of Newark.
