WHEREAS, The Lincoln Park Coast Cultural District ("LPCCD"), a national non-profit organization with a long-standing presence in Lincoln Park, is dedicated to conserving land for recreation and open space purposes and has, in prior collaborations with the City of Newark ("City"), demonstrated its capability in maintaining, operating and improving parks; and
WHEREAS, in March 2023, the United States Department of Housing and Urban Development (HUD) announced funding in the amount of Three Million Five Hundred Fifty Thousand Dollars and Zero Cents ($3,550,000.00), through the Consolidated Appropriations Act, 2023 (P.L. 117-328) for the purpose of the Lincoln Park Restoration Project ("Project"); and
WHEREAS, the Project is the culmination of an eighteen-month community planning process involving the City, LPCCD, the New Jersey Department of Community Affairs, and other stakeholders; and
