WHEREAS, the State of New Jersey Department of Community Affairs ("NJDCA") Coronavirus State Fiscal Recovery Fund provides grant funding for municipalities for various projects; and

WHEREAS, the City intends to further the public interest by obtaining funding from the NJDCA Coronavirus State Fiscal Recovery Fund for the implementation of the Newark Pedestrianization Program; and

WHEREAS, on April 3, 2023, on behalf of the City of Newark, the Acting Director of the Department of Engineering submitted an application, identified as COVID-Fund Newark Pedestrianization Program, to NJDCA requesting grant funding in the amount of Six Million Five Hundred Thousand Dollars and Zero Cents ($6,500,000.00) from the NJDCA Coronavirus State Fiscal Recovery Fund for the implementation of the Newark Pedestrianization Program; and
