WHEREAS, on November 13, 2018, the City of Newark, through its Purchasing Agent, QPA, advertised to solicit bids for contractors to provide Shelter Services - Department of Health and Community Wellness Relocation Program, as described in the attached bid proposal; and
WHEREAS, the Division of Central Purchasing also distributed thirty-eight (38) bid proposal packages to prospective vendors following the date of advertisement and uploaded the bid package to City of Newark's bid management system; and
WHEREAS, on November 29, 2018 the Division of Central Purchasing received five (5) bids in response to this advertisement; and
