WHEREAS, on February 3, 2026, the Consolidated Appropriations Act, 2026, which includes the Labor, Health and Human Services, Education, and Related Agencies Appropriations Acts, 2026 (P.L. 119-75), was signed into law; and

WHEREAS, on or about December 6, 2024, on behalf of the City of Newark (the "City"), the Business Administrator submitted a proposal to the DCA requesting grant funding in the amount of One Million Dollars and Zero Cents ($1,000,000.00) for the purpose stated above; and

WHEREAS, the City was awarded Seven Hundred Thousand Dollars and Zero Cents ($700,000.00) under the FY 2026 Consolidated Appropriations Act (P.L. 119-75) for the Newark Literacy Initiative to provide high-dosage tutoring and professional development for teachers; and

WHEREAS, the U.S. US Department of Education, 290 Broadway, New York, New York 10007 will award and administer projects identified as Congressionally Directed Spending (CDS) and Community Project Funding (CPF) items in Appropriations Acts for Fiscal Year (FY) 2026, the Consolidated Appropriations Act (P.L. 119-75); and
