WHEREAS, the City of Newark ("City") owns the Pequannock Water Treatment Plant ("PWTP") in West Milford, New Jersey that's been operational since 1990 to treat and provide water to Newark residents as well as surrounding municipalities and businesses; and

WHEREAS, the City outsourced the day-to-day operations of the PWTP to the Newark Watershed Conservation & Development Corporation ("NWCDC") in 1998 via a Memorandum of Understanding to do, among other things treat and provide water to the City; and

WHEREAS, due to mismanagement, the NWCDC was dissolved in 2013; and

WHEREAS, the original thirty (30) employees of NWCDC were absorbed by the City on January 1, 2014 to continue the services to the citizens of Newark and surrounding municipalities; and

WHEREAS, the employees continued their long and faithful service to the City, surrounding municipalities and businesses; and

WHEREAS, the employees suffered a hardship resulting in loss of employee sponsored benefits through NWCDC including, but not limited to, health benefits and 401k savings; and

WHEREAS, the NWCDC employees always served the City and should be recognized...
