WHEREAS, on September 17, 2013, the City of Newark through its Purchasing Director advertised to solicit bids for Printing of Traffic Tickets, which the contractor will provide to the City of Newark, for the Municipal Courts, usage as described in the attached bid proposal; and

WHEREAS, the Division of Central Purchasing solicited twelve (12) prospective vendor (s) from its established bid list, and

WHEREAS, on October 3, 2013, five (5) bids were received in response to this advertisement; and

WHEREAS, the Purchasing Director concludes from review and evaluation that an award be made to RR Donnelley & Sons Company, the lowest responsive and responsible bidder; and

WHEREAS, pursuant to N.J.S.A. 40A: 11-24, the vendor agreed to hold their prices beyond 60 days; and

WHEREAS, pursuant to N.J.S.A. 19:44A-20.5 et seq., solicitations through public bidding in accordance with N.J.S.A. 40A:11-1, et seq. meets the requirements of the fair and open process.
