WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to provide professional radiologic interpretation and consultations for radiologic images performed at University Avenue; and
WHEREAS, Rutgers New Jersey Medical School (hereinafter "Rutgers"), an instrumentality of the State of New Jersey, has the ability and resources to provide such services as set forth in scope of service; and
WHEREAS, the City and Rutgers wish to enter into a contract for the provision of professional radiologic interpretation and consultation services; and
WHEREAS, this is a no-bid contract, awarded without competitive bidding, as an exception to the Local Public Contracts Law, pursuant to N.J.S.A. 40A:11-5(2), being that the contract is between the City of Newark and Rutgers, an instrumentality of the State of New Jersey; and
