WHEREAS, an emergency has arisen in Special Item of Appropriation, in the amount of $1,085,729.00 which is the City's contribution for the 2020 COPS Hiring Grant and no adequate provision has been made in the 2022 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by Resolution 7R9-a, adopted on September 1, 2021, (a copy attached hereto and made a part hereof), the City of Newark (the "City") accepted the 2020 COPS Hiring Grant from the United States Department of Justice COPS Office which required a $2,971,458.00 cumulative non-federal commitment by the City of Newark for the period commencing July 1, 2021 through June 30, 2023, or until all grant funds are expended; and

WHEREAS, the City of Newark provided Eight Hundred Thousand Dollars and Zero Cents ($800,000.00) in a cash match in the 2021 adopted budget; and
