WHEREAS, the Department of Public Safety, Office of Emergency Management is committed to providing efficient and effective Citizens' Emergency Alert System to the City of Newark and its citizens; and
WHEREAS, the City of Newark (the "City"), by way of public bidding, engaged SwiftReach Networks, Inc. for the past four (4) years as the primary Mass Notification System for the citizens of the City; and
WHEREAS, the City originally contracted with SwiftReach Networks, LLC (hereinafter "SwiftReach"), 492 Old Connecticut Path, 2nd Floor, Framingham, Massachusetts 01701, in 2015 under Resolution 7R1-j adopted on November 5, 2015 for the Emergency Mass Notification System; and
