WHEREAS, pursuant to a Memorandum of Understanding ("MOU") between the Newark Police Division ("Administrative Agency")/"Recipient") and the Irvington Police Department, the East Orange Police Department, and the Essex County Sheriff's Office (collectively, the "Sub-Recipients") the City of Newark's ("City's") Public Safety Director caused an application to be submitted to the United States Department of Justice - Bureau of Justice Assistance ("USDOJ") requesting funding in the amount of Two Hundred Eighty-Seven Thousand, Seven Hundred Eighty-One Dollars and Zero Cents ($287,781.00) from the FY2024 Edward Byrne Memorial Justice Grant Local Program to fund police overtime initiatives to address violent crime ("Application"); and
