WHEREAS, on April 19, 2011, the City of Newark through its Purchasing Director advertised to solicit bids for contractor(s) to provide a Robot, Dragon Runner, or Equal to the Fire Department as per the attached bid proposal; and

WHEREAS, the Division of Central Purchasing distributed four (4) bid packages to prospective bidders following the date of advertisement; and

WHEREAS, on May 12, 2011, two (2) responses were received to this advertisement; and

WHEREAS, one (1) vendor responded to say the company did not have any products meeting the City’s specifications; and

WHEREAS, the Fire Director recommends after review, that an award be made to the only responsive responsible bidder, QinetiQ North America, Inc.; and

WHEREAS, the Purchasing Director concurs with the recommendation; and

WHEREAS, pursuant to N.J.S.A. 40A:11-24, the vendor agreed to hold the prices for consideration beyond sixty (60) days; and

WHEREAS, pursuant to N.J.S.A. 19:44A-20.5 et seq., solicitations through public bidding in accordance with N.J.S.A. 40A:11-1 et seq., meets the requirements of the fair and open process.
