WHEREAS, the City of Newark seeks to reduce violence and recidivism; and

WHEREAS, community-based case management, mentoring, transitional employment, and job placement are proven methods of reducing the devastating cycles of crime, violence, and recidivism; and

WHEREAS, the United States Department of Justice (“USDOJ”) solicited proposals for the Second Chance Adult and Juvenile Offender Re-entry Demonstration Projects (“Second Chance Reentry Project”), which encourage cities to develop community-based strategies to reduce crime, violence, and recidivism by fifty (50%) percent within a five (5) year period; and
