WHEREAS, the Essex County Open Space Trust Fund’s 2009 Open Space Local Aid Program (the “Open Space Program”) has made funds available to assist Essex County municipalities with projects that qualify for funding from the Essex County Recreation and Open Space Trust Fund, with no City funds required; and
