WHEREAS, the City of Newark, Department of Child and Family Well-Being desires to provide public health laboratory services to residents in the City of Newark; and

WHEREAS, the City of Newark desires to engage a contractor through competitive contracting to provide laboratory testing services, in accordance with Local Public Contracts Law N.J.S.A. 40A:11-4.1e; and

WHEREAS, on November 2, 2011, the Department of Child and Family Well-Being advertised a Request for Proposal for Public Health Laboratory Services, a copy of which is attached hereto, with a return date of November 18, 2011; and

WHEREAS, the Municipal Council hereby ratifies the use of Competitive Contracting for solicitation of this service from November 2, 2011 to the date of adoption; and

WHEREAS, on November 18, 2011, the Department of Child and Family Well-Being received one (1) proposal which was opened on November 18, 2011, and entered on the tab bid sheet, a copy of which is attached; and

WHEREAS, Laboratory Corporation of America Holdings has represented that it is qualified by its training and experience to provide the required services in the manner and on the terms and conditions set forth in the proposed contract, a co...
