WHEREAS, the Department of Child and Family Well-Being of the City of Newark has a need to better prepare parents and caregivers to recognize signs and symptoms of alcohol, tobacco and other drug use; and
WHEREAS, the City of Newark wishes to enter into a contract with Essex Prevention Resources, Inc., located at 201 Bloomfield Avenue, Verona, New Jersey 07044, to provide evidence-based programs to promote substance abuse prevention and recovery education through teen leadership development and adult training, in the amount of $60,000.00, for the period of January 1, 2011 through December 31, 2011; and
WHEREAS, the Local Public Contracts Law (N.J.S.A.40A:11-1) requires that the resolution authorizing the award of a contract for “Professional Service” without competitive bidding must be published in a local newspaper; and
WHEREAS, Essex Prevention Resources, Inc., has submitted evidence-based programs that meet the funders requirements; and
