WHEREAS, on October 19, 2011, through Resolution 7R8-b, the Municipal Council of the City of Newark authorized the Mayor and/or the Acting Deputy Director of Newark One Stop Career Center-NewarkWORKS to accept the State of New Jersey Department of Labor and Workforce Development’s annual grant allocation of $2,249,392.00 in Youth Workforce Investment Act Funds (see attached Notice of Obligation from State of New Jersey), pursuant to the Workforce Investment Act of 1998 (“WIA”); and
