No Additional Funds Required for First Amended Grant Agreement

WHEREAS, on July 7, 2011, through Resolution 7R3-e (as) 070711, the City of Newark Municipal Council authorized the Mayor and/or his designee the Deputy Mayor/Director of the Department of Economic and Housing Development of the City of Newark to enter into and execute a grant agreement with International Youth Organization ("IYO"), for the period commencing on the date the grant agreement is authorized until twelve months thereafter, using $92,000.00 in funds granted to the City of Newark from the U.S. Department of Energy through the Energy Efficiency and Conservation Block Grant Program for the creation and management of a Green Neighborhood Pilot Program, which includes weatherization training and services for at least 50 homes, the coordination and implementation of an education program on energy efficiency for households receiving weatherization services and possible providing of community seminars on energy efficiency; and
 
      WHEREAS, IYO has completed weatherization services and energy efficiency education for over 50 homes, but has not yet expended all funds authorized in the above grant agreement due to its inability to adequately leverage funds received from related grants; and
 
WHEREAS, to date, IYO has spent $59,401.80 on the above agreement, leaving an outstanding balance of $32,598.20; and  
 
WHEREAS, IYO has requested an extension of the term of the above Grant Agreement to allow IYO to expend the above remaining balance, with no additional funds required, by continuing  to provide the above weatherization services and energy efficiency education to additional City of Newark households; and
 
WHEREAS, the City of Newark Department of Economic and Housing Development is in favor of granting the above request since weatherization services and energy efficiency education continue to be a pressing need for City of Newark residents facing high energy bills related to heating and cooling their homes.
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1)      The Mayor and/or his designee the Deputy Mayor/Director of the Department of  Economic and Housing Development of the City of Newark are hereby authorized to enter into and execute a First Amended Grant Agreement with International Youth Organization ("IYO"), located at 703 S 12th Street, Newark, New Jersey 07103, to extend the termination date of the Grant Agreement, authorized by Resolution 7R3-e (as) 070711, from July 7, 2012 to August 31, 2012, to allow IYO to continue to provide weatherization services and energy efficiency education to additional City of Newark households.
 
2)      The remainder of Grant Agreement, authorized by Resolution 7R3-e (as) 070711, shall remain in full force and effect.
 
3)      No additional funds are required.
 
4)      This First Amended Grant Agreement is hereby ratified from July 7, 2012 until the date of adoption of this authorizing Resolution.
 
5)      A copy of this Resolution and the fully executed First Amended Grant Agreement shall be placed on file in the Office of the City Clerk by the Deputy Mayor/Director of  the Department of Economic and Housing Development.
 
 
STATEMENT
 
Resolution ratifies and  authorizes the Mayor and/or his designee the Deputy Mayor/ Director of the Department of  Economic and Housing Development of the City of Newark to enter into a First Amended Grant Agreement with International  Youth Organization ("IYO") located at 703 S 12th Street, Newark, New Jersey 07103, to extend the termination date of the Grant Agreement, authorized by Resolution 7R3-e (as) 070711, from July 7, 2012 to August 31, 2012, to allow IYO to continue to provide weatherization services and energy efficiency education to additional City of Newark households, with no additional funds required.
