WHEREAS, the Department of Child and Family Well-Being/Childhood Lead Poison Prevention Program desires to continue to provide comprehensive lead prevention and healthy homes services related to ensuring the environmental health and safety of the children of Newark; and
 
WHEREAS, the Kresge Foundation has made funds available for the Advancing Safe and Healthy Homes for Children and Families Initiative (ASHHCFI)  Planning Project for the period June 1, 2012 through December 31, 2012; and
 
WHEREAS, on May 9, 2012, on behalf of the City of Newark, the Director of the Department of Child and Family Well-Being, submitted an application to the Kresge Foundation, 3215 West Big Beaver Road, Troy, Michigan  48083, requesting grant funding in the amount of $50,000.00,  to develop an effective strategy to implement the Advancing Safe and Healthy Homes Initiative Planning Project  by identifying current strengths and weaknesses, gap analysis, and  assessing  current resources and infrastructure  with respect  to policy-making, advocacy, legal enforcement, and production; and
 
 WHEREAS, as a result of this application, the City of Newark has been awarded grant funds in the amount of $50,000.00, from the Kresge Foundation for the ASHHCFI Planning Project for children ages, newborn to 18 years of age and their families, to ultimately live in healthier environments by establishing a citywide comprehensive approach towards implementing long-term policies that ensures families are safe from environmental and safety hazards in the City of  Newark, for the period commencing on June 1, 2012 and terminating on December 31, 2012; and
 
WHEREAS, the City of Newark Department of Child and Family Well-Being desires to accept funds in the amount $50,000.00; and
 
WHEREAS, the Kresge Foundation requires the City to execute a grant agreement in order to accept the grant award; and
 
WHEREAS, the City of Newark recognizes that the Kresge Foundation  may extend the time of the Grant Award and will provide additional funding when they are made available; and
 
WHEREAS, the Kresge Foundation will amend the grant to reflect the grant time extension and/or increase or decrease of additional funds if made available; and
 
WHEREAS, the City of Newark wishes to agree to any amendment to the Grant.
 
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1.      The Mayor and/or his designee, the Director of the Department of Child and Family Well-Being, are hereby authorized to submit an application to the Kresge Foundation, 3215 West Big Beaver Road, Troy, Michigan 48083, requesting funds in the amount of $50,000.00, to develop an effective strategy to implement the ASHHCFI Planning Project, by identifying  current strengths and weaknesses, gap analysis, and  assessing  current resources and infrastructure with respect to policy-making, advocacy, legal enforcement, and production (a copy of the application is attached hereto and made a part hereof).
 
2.      The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
 
3.      The grant award in the amount of $50,000.00, from the Kresge Foundation is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
 
4.      The Mayor and/or his designee, the Director of the Department of Child and Family Well- Being, are hereby authorized to receive and expend the grant award for the continued provision of Childhood Lead Poison and Healthy Homes prevention services to children and families in the City of Newark, for the period commencing on June 1, 2012 and terminating on December 31, 2012 (a copy of the grant award is attached hereto and made a part hereof).
 
5.      The Municipal Council hereby ratifies the acceptance of this grant award from June 1, 2012 to the date of adoption of this authorizing resolution.
 
6.      The City of Newark recognizes that the Kresge Foundation may extend the time of the Grant Award and will provide additional funding when they are made available; and the Kresge Foundation will amend the grant to reflect the grant time extension and/or increase or decrease of additional funds if made available; as such the City of Newark wishes to agree to any such amendment to the Grant.
 
7.      The Mayor and/or his designee, the Director of the Department of Child and Family Well-Being, are hereby authorized to accept and expend additional Kresge Foundation funds, which will be inserted into the current budget as they become available from the Kresge Foundation.
 
8.      No municipal funds are required for receipt or acceptance of this grant award.
 
9.      The Director of the Department of Child and Family Well-Being shall file a fully executed copy of the grant application and notice of grant award in the Office of City Clerk.
 
 
STATEMENT
 
This resolution ratifies and authorizes the actions taken by the Mayor and the Director of the Department of Child and Family Well-Being, to apply for and accept grant funds in the amount of $50,000.00 from the Kresge Foundation, 3215 West Big Beaver Road, Troy, Michigan 48083, for the provision of Childhood Lead Poison and Healthy Homes prevention services to children and families in the City of Newark, for the period commencing on June 1, 2012 and terminating on December 31, 2012. No municipal funds are required from the municipal budget.
