WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $2,196,085.00 for a Comprehensive Anti-Violence Initiative and no adequate provision has been made in the 2012 Temporary Budget for the aforesaid purpose; and
WHEREAS, by Resolution # 7R3-a(S) dated June 12, 2012 from the United States Department of Justice (USDOJ), Office of Juvenile Justice and Delinquency Prevention (OJJDP), the City of Newark was awarded $2,196,085.00 for the Comprehensive Anti-Violence Initiative. The City of Newark shall be responsible through the municipal budget to pay annually in the budget years 2012, 2013 and 2014, for police officer health benefits and pension costs for an approximate total of $450,999.00 bringing total program resources to $2,647,084.00 ; and
WHEREAS, N.J.S.A 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2012 pursuant to N.J.S.A. 40A:4-20 including this resolution total...$255,426,922.63.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. An emergency appropriation be and the same is hereby made for the following classification:

Comprehensive Anti-Violence Initiative $2,196,085.00
2. Said emergency appropriation shall be provided for in the 2012 budget.
3. A copy of this resolution shall be immediately filed with the City Clerk by the Budget Director of the City of Newark.
STATEMENT
This Resolution establishes the appropriation in the amount of $2,196,085.00 for the Comprehensive Anti-Violence Initiative. Funding has been provided by the United States Department of Justice (USDOJ), Office of Juvenile Justice and Delinquency Prevention and the City of Newark shall be responsible through the municipal budget to pay annually in the budget years 2012, 2013 and 2014, for police officer health benefits and pension costs for an approximate total of $450,999.00 bringing total program resources to $2,647,084.00.
