Additional Information:  
Space is currently occupied by the Department of Child and Family Well-Being/Newark Homeless Health Care Program and will create a state-of-the-art Newark Dental Practice.

WHEREAS, the Department of Child and Family Well-Being wishes to improve the medical services being delivered to residents within the City of Newark; and
 
WHEREAS, the Department of Health and Human Services Health Resources and Services Administration (HRSA), wishes to enable the Department of Child and Family Well-Being to renovate existing clinic space at 110 William Street, Newark, New Jersey 07102, and create a state-of-the-art Newark Dental Practice when the Department of Child and Family Well-Being/Newark Homeless Health Care Program vacates said medical clinic space in December 2012; and
 
WHEREAS, as a matter of public policy the City of Newark desires to continue providing comprehensive medical care, social services and dental care to Newark's residents; and
 
      
 
 
 
 
WHEREAS, on November 21, 2011, on behalf of the City of Newark, the Director of the Department of Child and Family Well-Being submitted an application to the Department of Health and Human Services/Health Resources and Services Administration (HRSA), 5600 Fishers Lane, Rockville, Maryland 20852, requesting grant funding in the amount of $498,800.00 to renovate existing clinic space at 110 William Street, Newark, New Jersey 07102, currently occupied by the Department of Child and Family Well-Being/Newark Homeless Health Care Program to create a state-of-the-art Newark Dental Practice for the period commencing on May 1, 2012 and terminating on April 30, 2014, as soon as said medical clinic is vacated; and
 
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $498,800.00 from the Department of Health and Human Services/Health Resources and Service Administration (HRSA) to renovate existing clinic space at 110 William Street, Newark, New Jersey 07102, as soon as it is vacated by the Department of Child and Family Well-Being/Newark Homeless Health Care Program to create a state-of-the-art Newark Dental Practice, for the period commencing on May 1, 2012 terminating on April 30, 2014; and
 
WHEREAS, the City must execute a grant agreement with the Department of Health and Human Services Health Resources and Service Administration (HRSA) in order to obtain the grant award with no City funds required; and
 
WHEREAS, the City of Newark recognizes that the Department of Health and Human Services/Health Resources and Services Administration (HRSA), may extend the time of the Grant Award and/or provide additional funds, if made available; and
 
WHEREAS, the Department of Health and Human Services/Health Resources and Services Administration (HRSA), will amend the grant to reflect the grant time extension and/or increase or decrease of any additional funds, if made available; and
 
WHEREAS, the City of Newark wishes to agree to any amendments to the grant agreement.
 
 
 
 
 
 
 
 
 
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
    1. The Mayor and/or his designee, the Director of the Department of Child and Family Well-Being are hereby authorized to submit an application to the Department of Health and Human Services Health Resources and Services Administration (HRSA), to renovate the medical clinic space at 110 William Street, Newark, New Jersey, 07102, which is currently occupied by the Department of Child and Family Well-Being/Newark Homeless Health Care Program, to create a state-of-the-art Newark Dental Practice, for the period commencing on May 1, 2012 and terminating on April 30, 2014 with no City funds required (a copy of the application is attached hereto and made a part hereof).
    2. The Municipal Council hereby ratifies its authorization of this application from the date of submission to the date of adoption of this authorizing resolution.
    1. The grant award in the amount of $498,800.00 from the Department of Health and Human Services/Health Resources and Services Administration (HRSA), is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
    1. The grant agreement between the City of Newark and the Department of Health and Human Services/Health Resources and Services Administration (HRSA), is hereby ratified from May 1, 2012 to the date of adoption of this authorizing resolution.
    2. No municipal funds are required for receipt or acceptance of this grant award.
    3. The Director of the Department of Child and Family Well-Being shall file a fully-executed copy of the resolution, grant application and grant award letter with the Office of the City Clerk.
 
 
 
 
 
 
 
 
 
 
 
STATEMENT
 
This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Director the Department of Child and Family Well-Being,  to apply for and accept grant funds in the amount of  $498,800.00, from the Department of Health and Human Services,Health Resources and Services Administration (HRSA), to renovate the medical clinic space at 110 William Street, Newark, New Jersey, 07102, which is currently occupied by the Department of Child and Family Well-Being/Newark Homeless Health Care Program, to create a state-of-the-art Newark Dental Practice, for the period commencing on May 1, 2012 and terminating on April 30, 2014.  No municipal funds are required.
