            WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $56,250.00 and no adequate provision has been made in the 2012 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
 
            WHEREAS, by resolution 7R6-a dated 041812, the City of Newark accepted from the United States Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) / The Port Authority of NY & NJ funds to purchase a MAC SIC Quick Attack Response Vehicle to assist in the protection of critical port infrastructure from terrorism; and
 
            WHEREAS, the City of Newark has provided a cash match in the amount of $18,750.00 for the 2008 Port Authority Security Grant. The funding for the cash match is provided for in the 2012 Fire Department Budget line item Account 94550-Other Specialty Equipment; and
 
            WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
 
            WHEREAS, emergency appropriation adopted in 2012, pursuant to N.J.S.A. 40A: 4-20 including this resolution total...……………………. $254,825,309.63.
 
            NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1.      A temporary emergency appropriation be and the same is hereby made for the following classification:

This llegislation establishes the appropriation for the purchase of a Quick Response Vehicle in the amount of $56,250.00 from the United States Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA)/The Port Authority of NY & NJ and a City of Newark cash match of $18,750.00 bringing total program resources to $75,000.00.
