WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $1,888,537.00 for the Urban Areas Security Initiative Grant Program and no adequate provision has been made in the 2012 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by Resolution 7R11-b dated February 1, 2012, $1,834,537.00 and Resolution 7R11-a dated June 7, 2012, $54,000.00 the City of Newark accepted the Urban Areas Security Initiative (UASI) Grant in the amount of $1,888,537.00 for equipment and training to enhance the City of Newark’s ability to prevent, protect against and respond to and recover from acts of terrorism and other catastrophic events and emergencies and to partially fund a Metro Strike Team Equipment Manager position; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the begi...
