Whereas, the Newark Municipal Council is desirous of preserving and improving the supply and delivery of water to the residents of the City of Newark; and

Whereas, the Newark Watershed Conversation And Development Corporation, the present management and operators of the Newark water system, has proven its inability to adequately provide the management skills and planning efficiencies to necessary to maintain and upgrade the system; and

Whereas, further evidence of its incapability to operate the system is its proposal to investigate and lobby for the creation of a new entity, a municipal utility authority, to assume responsibility for its operations; and

Whereas, the propose establishment of a Joint Municipal Council/Mayor’s Office Water Commission, will bring the operations under the direct control of the Governing Body, providing the opportunity to elicit a new and effective professional management team; and

Whereas, the Commission will be composed of Council Members appointed by the Council President and representatives appointed by the Administration; and

Whereas, under new leadership and authority, residents will be assured the Newark water system will be managed both professionally and efficiently, using the industrys’ latest state-of-the-art practices for repairs, maintenance and upgrades; and

Whereas, the formation of the commission will ensure the City retains complete ownership and autonomy of its water and sewer system for its future generations.
