           WHEREAS, The New Jersey State Legislature has appropriated funds under the Safe and Secure Communities Act pursuant to NJSA 52:27D-118.11(a) (b) (c), to provide for additional police officers in municipalities to enhance their law enforcement efforts; and
 
WHEREAS, this funding is designed to provide municipalities financial support to add law enforcement personnel vital to effective police operations and other crime reduction strategies as determined by the needs of the community. The Newark Police Department will use the grant to offset the salaries of 8 community service officers; and
 
      WHEREAS, on April 10, 2012, on behalf of the City of Newark, the Director of Police submitted an application to the NJ Division of Criminal Justice requesting grant funding in the amount of $112,877.00 from the New Jersey Safe and Secure Communities Grant Program to offset the salaries of 8 community service officers; and
 
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $112,877.00 from the NJ Division of Criminal Justice to supplement the salaries of 8 community service officers for the period commencing on May 9, 2010 and terminating on November 30,2010; and
 
WHEREAS, the terms of the grant require that the City fund the remaining balance of their salaries and fringe benefits through the municipal budget as a required match in the amount of $1,216,097.00, for a total grant program budget of $1,328,974.00; and
 
WHEREAS, the City must execute a grant agreement with the NJ Division of Criminal Justice in order to obtain the grant award.
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
    1. The Mayor and/or his designee, the Director of Police, are hereby authorized to submit an application to the NJ Division of Criminal Justice requesting grant funding in the amount of $112,877.00 from the New Jersey Safe and Secure Communities Grant Program to supplement the salaries of 8 community service officers. The terms of the grant require that the City fund the remaining balance of their salaries and fringe benefits through the municipal budget as a required match in the amount of $1,216,097.00, for a total grant program budget of $1,328,974.00 (a copy of the application is attached hereto and made a part hereof).
    2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
    1. The grant award in the amount of $112,877.00 from the NJ Division of Criminal Justice is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
    1. The City's match shall be provided for in the Police Budget through salary and fringe benefits.  See copy of approved Application with Budget Attached and State Award letter.
    2. The Mayor and/or his designee, the Director of Police, are hereby authorized to enter into and execute grant documents with the NJ Division of Criminal Justice   to receive and expend the grant award in the amount of $112,877.00 to supplement the salaries of 8 community service officers for the period commencing on May 9, 2010 and terminating on November 30, 2010 (a copy of the Agreement is attached hereto and made a part hereof).
    1. The agreement between the City of Newark and the NJ Division of Criminal Justice is hereby ratified from May 9, 2010 to the date of adoption of this authorizing resolution.
    1. The Director of Police shall file a fully-executed copy of the grant application, the award letter, and grant agreement in the Office of the City Clerk.
 
 
STATEMENT
 
This resolution ratifies and authorizes the actions taken by the Director of Police to submit an application for grant funding from the NJ Division of Criminal Justice  to supplement the salaries of 8 community service officers, and furthermore, ratifies and authorizes the Mayor and/or his designee, the Director of Police, enter into and execute an agreement with and accept grant funds in the amount of $112,877.00 from the NJ Division of Criminal Justice, to supplement the salaries of 8 community service officers for the period commencing on May 9, 2010 and terminating on November 30,2010. The terms of the grant require that the City fund the remaining balance of their salaries and fringe benefits through the municipal budget as a required match in the amount of $1,216,097.00, for a total grant program budget of $1,328,974.00.
