Whereas, grant funds have been provided for the City of Newark in the Fiscal Year 2012 (FY2012) under the FY09 Buffer Zone Protection Program (BZPP) for Target Hardening of the Pequannock Water Treatment Plant, in the amount of $164,000.00: and
 
Whereas, to receive the grant funds, the City was required to submit an application and  agreement as per the  Vulnerability Reduction Protection Plan (VRPP)submitted to the Department of Homeland Security (DHS) and the Office of Homeland Security and Preparedness (OHSP) of the State of New Jersey; and
 
Whereas, the Mayor and/or his designee, the Acting Director of the Department of Water and Sewer Utilities, on behalf of the City of Newark, submitted an application and agreement as per the Vulnerability Reduction Protection Plan (VRPP) for OHSP grant funds for Target Hardening of the Pequannock Water Treatment Plant Project.
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
1. The Municipal Council hereby ratifies the actions of the Mayor and/or his designee, the Acting Director of the Department of Water and Sewer Utilities in submitting an application and  agreement as per the Vulnerability Reduction Protection Plan (VRPP) submitted to the Department of Homeland Security (DHS) and the Office of Homeland Security and Preparedness (OHSP) of the State of New Jersey, for grant funds in the amount of $164,000.00 for Target Hardening of the Pequannock Water Treatment Plant.
 
2. The Municipal Council authorizes the Acting Director of the Department of Water and Sewer Utilities to accept and receive grant funds on behalf of the City of Newark upon its approval.
 
3.       The Municipal Council hereby further authorizes the Acting Director of the Department of Water and Sewer Utilities to prepare and execute any and all documents necessary to effectuate the grant of funds in the amount of $164,000.00 for Target Hardening of the Pequannock Water Treatment Plant.
 
 
4. A copy of the grant application, agreement and award letter is attached herewith in the amount of $164,000.00 for Target Hardening of the Pequannock Water Treatment Plant.
 
 
                              STATEMENT
 
 
This resolution ratifies the actions of the Mayor and/or his designee, the Acting Director of the Department of Water and Sewer Utilities in submitting an application and agreement to the OHSP for grant funds in the amount of $164,000.00 for Target Hardening of the Pequannock Water Treatment Plant Project, and further authorizes to execute necessary agreement upon the grant approval.
