WHEREAS, the City of Newark advertised Contract 11-WS2012 Pequannock Water Treatment Plant Improvements-Phase 1 on September 25, 2012; and
WHEREAS, on October 23, 2012, seven (7) bids were received for said project in accordance with the Local Public Contracts Law N.J.S.A. 40A:11-1 et seq.; and
WHEREAS, the lowest bid in the amount of $1,435,000.00 submitted by Allied Construction Group, Inc., 499 Washington Road, Parlin, New Jersey 08859, was rejected by the City of Newark as non-responsive due to the omission of a Stockholders Disclosure Statement required by the bid specifications; and
WHEREAS, the second lowest bid in the amount of $1,496,000.00 submitted by Spectraserv, Inc., 75 Jacobus Avenue, Kearny, New Jersey 07032, was rejected by the City of Newark as non-responsive due to a failure to identify firms to satisfy the 25% MBE and 7% WBE utilization u...
