WHEREAS, the United States Department of Housing and Urban Development (HUD) published a Notice of Funding Availability on June 11, 2010 under Docket No. 75FR33323 (the "NOFA") to make Shelter Plus Care Program (S+C) funds for rental subsidies for homeless residents with disabilities available through a competitive application process open to states, units of general local government, nonprofits, and consortia of nonprofits; and
 
WHEREAS, the City of Newark is committed to ending homelessness by working with social service providers, the County of Essex and the State of New Jersey, to create permanent supportive housing opportunities for homeless residents; and
WHEREAS, on November 4, 2010, on behalf of the City of Newark, the Office of the Mayor submitted an application to HUD requesting grant funding in the amount of $671,400.00 from the Shelter Plus Care Program, to provide rental subsidies for post incarcerated homeless with disabilities; and
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $647,400.00 from HUD for Shelter Plus Care vouchers to subsidize rental payments for post incarcerated homeless residents with disabilities, for the period commencing on April 4, 2012 and terminating on April 3, 2017; and
WHEREAS, the City of Newark must execute a grant agreement with HUD in order to obtain the grant award, with no City funds required.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1.       The Mayor and/or his designee, the Business Administrator, are hereby authorized to submit an application to the United States Department of Housing & Urban Development (HUD), requesting grant funding in the amount of $671,400.00 from the Shelter Plus Care Program for rental subsidies for post incarcerated homeless with disabilities with no City funds required (a copy of the application is attached hereto and made a part hereof).
 
2.      The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
 
3.      The grant award in the amount of $647,400.00 from HUD is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
 
4.      The Mayor and /or his designee, the Business Administrator, are hereby authorized to enter into and execute grant documents with HUD to receive and expend the grant award in the amount of $647,400.00 for Shelter Plus Care for post incarcerated homeless residents with disabilities, for the period commencing on April 4, 2012 and terminating on April 3, 2017 (a copy of the grant agreement is attached hereto and made part of hereof).
 
5.      The grant agreement between the City of Newark and HUD is hereby ratified from April 4, 2012 to the date of adoption of this authorizing resolution.
 
6.      No municipal funds are required for receipt or acceptance of this grant award.
 
7.      The Mayor and/or his designee, the Business Administrator, shall file a fully executed copy of the grant application, the grant award letter, and the grant agreement in the Office of the City Clerk.
 
STATEMENT
This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Business Administrator, to submit an application for grant funding to the United States Department of Housing and Urban Development (HUD) for the Shelter Plus Care Program, to provide rental subsidies for post incarcerated homeless with disabilities, and furthermore, ratifies and authorizes the Mayor and /or his designee, the Business Administrator, to accept grant funds in the amount of $647,400.00 and enter into and execute a grant agreement with HUD for the period commencing on April 4, 2012 and terminating on April 3, 2017. No municipal funds are required.
