WHEREAS, the Department of Engineering is in need of professional architectural design and construction management and administration services for the Proposed Improvements to City-Owned Property Basement Unit located at 111 Mulberry Street, Newark, New Jersey 07102; and

WHEREAS, it is the intention of the City of Newark to utilize this space for an education and tutoring facility; and

WHEREAS, professional architectural design and related construction management and administration services are not required to be publicly bid, pursuant to the Local Public Contracts Law, N.J.S.A. 40A:11-5(a)(1)(i); and

WHEREAS, on July 12, 2012, the Department of Engineering advertised for the receipt of responses to a Request for Qualifications/Request for Proposals (“RFQ/RFP”), from qualified engineers and/or architects to provide those professional services for the City-Owned Property Basement Unit at 111 Mulberry Street, Newark, New Jersey 07102; and

WHEREAS, nineteen (19) consultants/firms obtained the RFP/RFQ specifications; and
